The application is not in accordance with Lostwithiel Neighbourhood Development Plan Policy HH5 as there is no provision for this proposed 3 bedroomed property to have two off-street parking spaces. The loss of garden for number 8 Mill Hill means that both 8 Mill Hill and this proposed property will have no amenity space. The area described as a courtyard is a very dark path with a right of way running through it. The use of this right of way will adversely impact the residents of this proposed dwelling.
